Avec l’ouverture de la saison des festivals d’été, une question s’impose avec insistance : pourquoi certains événements bénéficient-ils de subventions autrement plus généreuses que d’autres de la part du ministère des Affaires culturelles ? Les critères présidant à l’attribution de ces aides restent, encore aujourd’hui, largement incompréhensibles. Certaines manifestations profitent d’un soutien colossal — matériel, logistique, spectacles subventionnés — tandis que d’autres se contentent de miettes.
Le problème est d’autant plus préoccupant que les commissariats régionaux des affaires culturelles disposent d’une large marge de manœuvre pour distribuer ces subventions, sous toutes leurs formes. Dans ce contexte, entretenir de bonnes relations — voire des liens privilégiés — avec ces responsables, ou avec certains cadres du ministère lui-même, semble souvent peser davantage que la qualité artistique du projet pour décrocher une subvention conséquente. Une logique qui n’a rien à voir avec la transparence, et qui peut relever, dans certains cas, de pratiques assimilables à de la corruption. Aucune loi, aucune réglementation claire ne semble encadrer ces décisions : il suffirait de cultiver les bonnes relations pour être privilégié. C’est ainsi que les choses fonctionnent chez nous — et ce constat, du reste, ne se limite pas au secteur culturel.
A cette opacité s’ajoute un autre phénomène persistant : la multiplication d’événements uniformes et redondants, dépourvus de réelle valeur artistique ajoutée, qui standardisent l’offre culturelle au détriment des identités régionales.
Il est temps que le ministère reprenne en main l’organisation de ce paysage. Depuis son retrait de la gestion directe des festivals en 2014, leur nombre a explosé, dépassant aujourd’hui les 300 manifestations, dans un désordre qui perdure depuis lors.
Le véritable changement viendra le jour où le ministère assumera pleinement sa responsabilité, en renouant avec son rôle de régulateur impartial : concevoir des politiques culturelles d’avenir et redistribuer équitablement les ressources publiques, pour libérer le potentiel créatif de tout le territoire tunisien, sans gaspiller l’argent public.
