Le plus grand paradoxe de cette crise réside dans la géographie même de la région. Tabarka n’est pas une zone aride en bordure de désert, mais le poumon vert de la Tunisie, entouré de barrages, d’oueds et de sources naturelles généreuses qui alimentent une grande partie du pays. Pourtant, au plus fort des chaleurs estivales, ses propres habitants en sont réduits à compter la moindre goutte d’eau pour les besoins les plus élémentaires, qu’il s’agisse de cuisiner, de se laver ou simplement de s’abreuver. Cette injustice flagrante nourrit un sentiment d’abandon légitime au sein de la population.
Face à la multiplication des plaintes, les réponses des autorités locales ont été perçues comme une offense. L’envoi récent de camions-citernes pour distribuer l’eau au compte-gouttes a suscité l’indignation générale. Réduire l’accès à l’eau à une distribution de fortune s’apparentant à un seau par foyer est jugé humiliant pour une ville moderne. Les promesses non tenues d’année en année découragent les investissements et asphyxient l’économie locale.
