Par ailleurs, elle s’explique par le décaissement effectué par la Banque centrale pour rembourser intégralement un emprunt obligataire international contracté en 2016, d’un montant de 700 millions de dollars. En procédant à ce remboursement sans rééchelonnement, l’État tunisien confirme sa solvabilité auprès des marchés financiers internationaux. Un défaut de paiement aurait entraîné une dégradation de la notation souveraine et une altération de la confiance des investisseurs.
Ce remboursement assainit le profil de la dette extérieure pour le reste de l’année 2026. Par conséquent, aucune contrainte de remboursement d’envergure ne pèsera sur les finances publiques d’ici le 31 décembre. Qui plus est, cette accalmie devrait permettre à la Banque centrale et au ministère des Finances de reconstituer les stocks de devises dans les semaines à venir. En sus, les recettes touristiques de la saison estivale et les transferts des Tunisiens résidents à l’étranger devraient contribuer à ce redressement.
