La BERD et l’UBCI ont signé un accord portant sur la mise en œuvre d’une facilité de partage de risques (Risk Sharing Facility, RSF) de 10 millions d’euros. Cette signature vient renforcer un partenariat de longue date entre les deux institutions et vise à soutenir l’investissement et le développement du secteur privé en Tunisie.
La facilité renouvelée est déjà mise en œuvre à travers ses premières opérations. Dans ce cadre, l’UBCI octroie un financement de 3,5 millions d’euros à Agua Services d’Assainissement (ASA), une société de projet portée par Aguas de Portugal et Maghrebia Technologies & Travaux, chargée de réhabiliter, d’exploiter et d’assurer la maintenance des infrastructures d’assainissement du Grand Tunis dans le cadre d’un contrat de concession conclu avec l’Office national de l’assainissement (ONAS).
Le financement comprend un prêt senior garanti de 3 millions d’euros destiné à l’acquisition d’équipements ainsi qu’une facilité renouvelable de fonds de roulement garantie de 0,5 million d’euros. Cette opération constitue la première transaction de la BERD au titre de la Risk Sharing Facility pour un projet sous concession et seulement la deuxième opération d’infrastructure réalisée dans le cadre de la RSF. Elle constitue également la première opération d’infrastructure financée par la BERD dans le cadre de la RSF dans la région SEMED, ainsi que la première transaction d’infrastructure du secteur privé financée par la BERD en Tunisie.
La concession couvre la réhabilitation de la station d’épuration existante de Chotrana II, l’amélioration de la qualité des eaux usées traitées ainsi que l’exploitation et la maintenance d’un vaste réseau d’assainissement desservant le Grand Tunis.
En outre, ASA bénéficiera d’une subvention FINTECC de la BERD pouvant atteindre 311 110 euros, afin d’optimiser l’utilisation des ressources et de faciliter le transfert de technologies grâce à l’introduction de technologies climatiques.
Le partenariat entre la BERD et l’UBCI remonte à 2014 et s’est développé au fil des années à travers différents instruments financiers soutenant la croissance du secteur privé en Tunisie.
Grâce à la Risk Sharing Facility, la BERD partage les risques avec les institutions financières partenaires, contribuant ainsi à mobiliser des financements pour des investissements favorisant la croissance économique, le renforcement du secteur privé et l’amélioration de l’accès au financement.
L’adhésion de l’UBCI à ce programme renforcera sa capacité à accompagner les grandes entreprises et les PME tunisiennes dans la réalisation de leurs projets d’investissement.
Depuis le début de ses opérations en Tunisie, la BERD a investi plus de 3,1 milliards d’euros dans 92 projets à travers le pays, dont 65 % au bénéfice du secteur privé.
