L\u2019Assembl\u00e9e des repr\u00e9sentants du peuple (ARP) a adopt\u00e9, hier, un projet de loi autorisant la ratification d\u2019un accord de pr\u00eat entre la Tunisie et la Banque africaine de d\u00e9veloppement (BAD). Le texte a \u00e9t\u00e9 approuv\u00e9 par 102 voix pour, contre 9 voix oppos\u00e9es et 2 abstentions. Ce financement, d\u2019un montant de 270 millions de dinars tunisiens (environ 80 millions d\u2019euros), est destin\u00e9 \u00e0 soutenir la troisi\u00e8me phase du programme de d\u00e9veloppement des infrastructures routi\u00e8res.
\nLe ministre de l\u2019\u00c9conomie et de la Planification, Samir Abdelhafidh, pr\u00e9sent lors des d\u00e9bats, a pr\u00e9cis\u00e9 que ce pr\u00eat serait rembours\u00e9 sur 24 ans, avec une p\u00e9riode de gr\u00e2ce de 8 ans. Il a soulign\u00e9 que le gouvernement privil\u00e9giait une approche prudente en mati\u00e8re d\u2019endettement ext\u00e9rieur, en ciblant des projets structurants et en recherchant des conditions financi\u00e8res favorables. Par ailleurs, il a insist\u00e9 sur l\u2019importance d\u2019acc\u00e9l\u00e9rer la r\u00e9alisation des projets pour \u00e9viter les surco\u00fbts li\u00e9s aux retards.
\nLe ministre a rappel\u00e9 que plusieurs projets majeurs, tels que l\u2019autoroute Tunis-M\u00e9denine et les ponts de Rad\u00e8s et de Bizerte, n\u2019auraient pu \u00eatre r\u00e9alis\u00e9s sans le recours \u00e0 des pr\u00eats internationaux, compte tenu des contraintes budg\u00e9taires de l\u2019\u00c9tat. Tout en reconnaissant la n\u00e9cessit\u00e9 de ces financements, il a r\u00e9affirm\u00e9 la volont\u00e9 du gouvernement de renforcer progressivement les m\u00e9canismes d\u2019autofinancement afin de r\u00e9duire la d\u00e9pendance aux emprunts ext\u00e9rieurs.
\nL’approche vise \u00e0 concilier les imp\u00e9ratifs de d\u00e9veloppement des infrastructures avec une gestion rigoureuse des finances publiques. Le gouvernement entend ainsi garantir la poursuite des projets essentiels tout en limitant l\u2019accumulation de dette. Les prochains mois seront d\u00e9terminants pour \u00e9valuer l\u2019efficacit\u00e9 de cette strat\u00e9gie, notamment dans l\u2019ex\u00e9cution des travaux routiers financ\u00e9s par ce nouveau pr\u00eat.<\/p>\n
